The “Collaborative Innovation in Energy and Environment for High-Quality Development” scoping study examines how China can achieve its carbon neutrality goals while driving high-quality development. The study analyzes the strategic importance of aligning energy transition and environmental protection, reviewing global trends, China’s progress under the Dual Carbon Goals, and the emerging ecological and environmental risks that accompany the rapid expansion of new energy and the gradual phase-out of traditional fossil fuels.
The report identifies key challenges—such as impacts from coal mine closures, environmental pressures in modern coal chemical industries, and land-use and ecological risks in large-scale renewable energy deployment—and proposes pathways for coordinated solutions. It recommends establishing national early-warning and coordination mechanisms, accelerating a top-level legal framework for climate governance, and advancing cross-departmental and cross-regional collaboration. By outlining priority areas for deeper research and policy innovation, the study provides a foundation for strengthening energy–environment synergy and supporting China’s transition toward a resilient, low-carbon, and high-quality development model.
