The 2026 Issues Paper synthesises CCICED’s research findings and presents a high-level analysis of the global green transition amidst persistent environmental challenges, structural economic shifts, and evolving drivers of international cooperation.
It examines the cascading impacts of the triple planetary crisis of climate change, nature loss, and pollution; the resilience of multilateral cooperation evidenced by key legal, biodiversity, and carbon market milestones; China’s rapid renewable energy transformation and its accompanying grid and integration challenges; and the central role of energy security, price signals, and policy certainty in accelerating green innovation.
Across each issue area, the paper outlines critical implications for China and the international community, highlighting opportunities to enhance international scientific cooperation, strengthen high-integrity carbon accounting, advance “Beyond GDP” frameworks, and navigate the system-wide alignment required for the 15th Five-Year Plan.
