Pathways and Policies of Blue Economy in Supporting Carbon-Neutrality Target

This report examines a suite of ocean-based solutions for carbon neutrality and identifies issues hampering the application of these solutions. Also, the report discusses the synergy between carbon neutrality and sustainable blue economy, and in this context also covers issues such as accounting systems of ocean industry. This report also considers how the reduction of marine plastics in the marine environment can and should be an integral part of an SBE [Sustainable Blue Economy]. Finally, it addresses how changes in fishery governance can contribute to an SBE.

Through thorough reviews, this report put forth the following policy recommendations that would contribute to transforming the current ocean economy into an SBE that would contribute toward the carbon neutrality goals at the same time. We recommend that development of a SBE should be identified as a key strategic development goal of the nation and as a part of the nation’s carbon peak and neutrality goals.
