Huang has been a Minister at China’s Ministry of Ecology and Environment since April 2020. He served as Vice Minister at the Ministry of Ecology and Environment and the Ministry of Environmental Protection between March 2016 and April 2020. He graduated from the Hydrology Department of the Chengdu College of Geology (currently known as the Chengdu University of Technology) with a major in Engineering Geology and holds a PhD degree in engineering.
