De Boer serves as the China Director of ClientEarth. He previously led the EU–China Environmental Governance Programme, an EU-funded cooperation with China’s Ministry of Environmental Protection, which promoted access to information, public participation, and access to justice for environmental issues between 2010-2015. Before joining ClientEarth and setting up the organization’s China office, De Boer worked as a senior adviser on environment and climate change for the UN Industrial Development Organization in China for 12 years.
