2013 CCICED Impact Report: Progress on Environment and Development Policies

In 2012, CCICED called for the strategic shift from total emission control to integrated control of total emissions, environmental quality improvement and environmental risk prevention and control. Although we achieved remarkable results in energy conservation and emission reduction during the 11th Five Year Plan, environmental quality did not improve substantially, which creates doubt among the masses about the effectiveness of environmental management. It is urgent to change environmental management approaches; future environmental policy should be targeted at environmental quality, taking environmental quality improvement as the criterion for measuring results.
