As climate risks grow, the Chinese government has been actively advancing climate adaptation. In September 2025, President Xi Jinping announced China’s 2035 Nationally Determined Contributions (NDCs) at the United Nations Climate Summit, including a goal of building a climate-adaptive society by 2035. How to achieve this has become an important research topic for now and for the 15th Five-Year Plan period.
This Scoping Study reviews policy progress on climate-adaptive societies in China and abroad, and draws on international comparisons to propose a vision and key development areas. It also examines representative regions and river basins in China and Europe. Using the climate-adaptation capacity assessment framework from the 2023–2024 CCICED Special Policy Study report Green Development and Climate Adaptation for Urban and Rural Areas, it analyzes differing climate risks and key adaptation strategies in typical regions and priority sectors, with inland waterway transport as a case study.
On this basis, the study offers policy recommendations for building a climate-adaptive society. In line with the priorities of the 8th phase of CCICED, it also proposes future research directions on climate adaptation to inform CCICED’s next-stage work in this field.
