The Special Policy Study “Green Transformation and Financial Support for High-Carbon Industries” explores how finance can accelerate the low-carbon transition in sectors such as steel, chemicals, and building materials—industries that remain central to China’s economy but are also among its highest emitters.
The research examines ways to reduce the “green premium,” or the cost gap between clean and fossil energy, by advancing low-carbon innovation, expanding green investment, and improving carbon pricing mechanisms. It also assesses the financial strategies needed to mitigate social risks such as stranded assets and employment losses, ensuring that the shift toward a green economy is both economically viable and socially equitable.
