China is a prominent green development player domestically and internationally. Despite the policy progress, plus some hopeful signs of ecological and environmental improvement, important gaps between expectations and performance still exist and, for some matters, are worsening. The capacity to fulfill environment needs is limited by institutional, financial and human resource shortfalls. Innovation efforts, whether technological, managerial or other forms, must be strengthened. In short, it is necessary not only to ‘mind the gaps’ so that progress on environment is even across a wide range of problems, but also to ‘bridge the gaps’ so that China can fully address its green development goals.
