China’s Environmental Protection And Social Development

This Executive Report examines the critical linkages between the environment and social development in China, suggests a preliminary framework to guide policy and practice in both the short and long term, as well as providing some specific policies for implementation and areas for further study. It is proposed a framework for policy-makers which: develops an awareness of appropriate values and norms; enables and constrains the appropriate behavior and participation of citizens, enterprises, and other social organizations; and develops coordinated governance systems which improve legislation, social and environmental risk management, and the distribution and coverage of public services.
