China is confronted with severe air pollution, especially regional atmospheric problems, including PM2.5, which is becoming increasingly prominent. In order to improve air quality and protect public health, the new government has adopted the Action Plan of Air Pollution Prevention and Control, the strictest air pollution control measures ever adopted in China. It is imperative to also establish a thorough performance appraisal system for the scientific evaluation of the environmental, social and economic benefits generated by the pollution prevention and control measures.
