South-South Cooperation for Ecological Civilization

Ecological civilization is a comprehensive concept for a systematic understanding of the relationships between humanity and nature. In this report, it is mainly used with a more narrow focus on ecology and environment, including the ideas of “sustainable development,” “green development,” “low-carbon development,” and “environmental protection.” China has always been a leading advocate for and a key participant in South-South cooperation. This report was drafted at a critical time when the Chinese government was considering plans to convert financial aid commitments into projects and activities. The report’s primary aim is to provide policy recommendations on how to better promote the green development of developing countries through foreign assistance, also taking into account South-South cooperation, including trade and investment.
